In order to use PartDesign you need an
active Body object in the document.
Please make one active (double click) or
create one.
Iy you hav a legacy document with
PartDesign objects without Body, use the migrate function in PartDesign to
put gem into a Body.

cause:
there is no Body
object in the tree
solution:
Create models in
FreeCAD via
Toolbar >
(View Selection) ->PartDesign ->Icon:Create new Body ->Icon: Create new
